Eligibility

The EnergySmart rebates are available to commercial and institutional properties within Boulder County (including non-profits, manufacturing facilities and multifamily housing) installing eligible retrofit measures. Public and government institutions are excluded from the rebates.

Rebates will not be offered to new construction or renovations projects. To distinguish between retrofit and renovation projects, Boulder County will treat the project as new construction/renovation if the business meets three out of the five following criteria:

  1. The business is undertaking the project primarily due to a change in the use of the space, which requires changes to the lighting or HVAC systems. For example, warehouse space is being converted to office space.
  2. The space being renovated will be unoccupied for 30 days or more.
  3. Existing light fixtures are being removed and a totally new light scheme with re-wiring is the result.
  4. Required to apply for a construction permit.
  5. First time install of electric operated equipment in which higher efficient models are available.

Properties that received rebates or funding under the Longmont Matching Grant Program or the ClimateSmart Commercial Loan Program will be eligible to receive these rebates for future projects. Projects that have previously received financial incentives under the Longmont Matching Grant Program and the ClimateSmart Loan Program are not eligible for these rebates or future Boulder County incentives.

Because these rebates are funded under the American Reinvestment and Recovery Act, rebates are not available for any aquarium, zoo, golf course, swimming pool, casino or other gambling establishment, or medical marijuana dispensary/facility.

Department of Energy rules regarding Historic Preservation require that structures that are older than 50 years, or are on the National Register of Historic Places, or are on the Colorado State Register of Historic Places, be identified on the rebate application, and be reviewed for eligibility by EnergySmart staff before rebates can be approved. Measure Eligibility

The Rebate Measure Tables for lighting and non-lighting list the measures that are eligible for EnergySmart rebates. The tables also indicates the rebate levels and deemed savings associated with each measure. One or more rebates are also available from utilities providing service to Boulder County businesses for most of the measures listed in the tables.

In order to qualify for fluorescent T8 measures, the associated lamps and ballasts must appear on the Consortium of Energy Efficiency’s listing of qualified products.

For multifamily housing, only lighting measures that are located in common space, or systems with commercial electric accounts will be eligible for rebates.

Installation of eligible measures must be completed between January 1, 2012 and December 31, 2012.

Only measures completed within the existing footprint of an existing building are eligible for rebates.

Measure Rebate Levels

Rebates awards for all projects, including lighting projects, will be generally be limited to a $10,000 lifetime rebate cap per parcel. Rebates awards for lighting projects will be generally be limited to a $5,000 lifetime rebate cap per parcel. The caps may be met through multiple projects. However, Boulder County may increase the cap beyond $10,000 for all projects and $5,000 for lighting projects for a particular parcel if it is determined, within the sole discretion of Boulder County, that additional rebate funds are merited for a particular parcel. An additional $10,000 rebate limit will be applied to renewable energy projects. The term “parcel” shall refer to an individual unit of real property that is designated as a unique parcel by the Boulder County Assessor and has accordingly been assigned a unique parcel number.

Any rebate funds received from Round 1 and 2 of the EnergySmart Rebate Program (November 1, 2010 through December 31, 2011) will count towards the lifetime rebate caps.

Funds received in the Longmont Matching Grant Program and the ClimateSmart Loan Program will not count towards the lifetime cap.

Customers will be issued rebates for the installation of eligible equipment regardless of the amount of incentive received from the customer’s local utility company. Customers will be required to submit a rebate application for all projects and such applications will be reviewed on a first-come, first-served basis until all rebate funding has been committed.
